Ti	=	Article 23
1.sec	=	The provisions of Article 16 of {the_Convention} on the adoption and amendment of annexes to {the_Convention} shall apply mutatis mutandis to {this_Agreement}.
2.sec	=	Annexes to {this_Agreement} shall form an integral part thereof and, unless otherwise expressly provided for, a reference to {this_Agreement} constitutes at the same time a reference to any annexes thereto. Such annexes shall be restricted to lists, forms and any other material of a descriptive nature that is of a scientific, technical, procedural or administrative character.
