1.Ti	=	Purpose of the Principles
1.sec	=	The Data Privacy Principles cover some, but not all, data activities regarding personal data. The Data Privacy Principles are designed to inform the development of best practices, to bring coherence to existing law, and to guide the development of emerging law. These Principles can serve as the framework for laws, a data-privacy model code, or industryspecific codes.

2.1.0.sec	=	These Principles cover personal-data activities involving, or intended to involve:
2.1.1.sec	=	the sale and provision of goods or services; and
2.1.2.sec	=	the functioning of institutions and organizations, governmental, for-profit, and nonprofit, and natural persons. including the employment of persons.

2.2.Ti	=	Personal-Data Activities Not Covered
2.2.0.sec	=	The Data Privacy Principles do not cover personal-data activities involving, or intended to involve:
2.2.1.sec	=	purely interpersonal or household relationships;
2.2.2.sec	=	personal activities;
2.2.3.sec	=	activities relating to national intelligence and lawenforcement;
2.2.4.sec	=	activities relating to the administration of the judicial system, including judicial matters;
2.2.5.sec	=	communications seeking to promote public understanding or discussion, or data activities that are intended to support such communications, including data activities connected with libraries, archives, journalism, public commentary, scholarship, blogging, biography, satire, or the arts; or
2.2.6.sec	=	the public exchange of publicly available information, except insofar as such exchange is made for particular purposes that would justify the application of these Principles and is consistent with the First Amendment.
